The School Improvement Management System

 

According to the Maryland State Department of Education, a management system is used to determine how all parts of a School Improvement Plan are being developed, implemented, monitored, and evaluated. Effective implementation of a plan must be consistently monitored. In employing an effective management system, teams must address the following questions:

   
? How will the principal and other members of the School Improvement Team be sure that what is in the plan gets done?
   
? What structures or processes are in place in the school to provide the principal with a timely update on the plan's implementation?
   
? What are the dates/times when significant events are taking place? What are the targeted completion dates? Who is responsible?
   
? How will the principal know if implementation is not going according to the timeline in the plan?
   
? How will the staff, students, and parents be informed about the progress of the plan's implementation?
   
? Are there assessment tools for organizing the information? How are these used to help guide and inform the planning process?
   

 

Key Attributes of Management Plan
  • Timelines (includes completion dates for strategies and activities)

  • Identification of Lead Person(s) for Implementation of Strategies and Activities

  • Includes 3-4 Page Narrative Summary of Management Plan

  • Includes structures/processes that keep the principal informed

  • Provides for quarterly review of milestone data to measure progress toward objectives

By a School Team Prior to Developing a School Improvement Plan

  • Promotion Rates and Drop-Out Data

  • Suspensions/Data

  • Mobility Rates

  • Expulsions/Data

  • Service Learning Status Data

  • Functional Test Results

  • MSPAP Results

  • Teacher Grade Distributions

  • PSAT/SAT Results

  • Advanced Placement Tests

  • American College Test Data

  • School System Quarterly Milestone Assessment Data

  • ESOL Enrollment

  • Climate Survey Data

  • Special Education Placements

  • Program Completer Data

  • Reading Placement Data (including CTBS, Grade 2)

  • Discipline Referrals

  • Magnet Program Evaluation

  • Use of disaggregated data according to race/ethnicity, gender, Title 1, Special Education, and ESOL

  • Post-Secondary Decisions

  • Parent Participation Data

  • Student and parent questionnaires

Staff Development Calendar

Staff development is a developmental and continual process and should build on the previous training sessions. The staff development calendar should have specific links between staff development and goals and objectives. This calendar should also include a system for follow-up and monitoring of staff development initiatives and their impact upon classroom instruction. Major emphasis should be given to assessing and evaluating the impact of staff development upon staff and student achievement. This should be an ongoing priority. The calendar should include dates, activities, presenters, targeted audience and desired outcomes.
